China mobilizes to fight new bird flu; Japan, Hong Kong on guard

BEIJING (Reuters) - China said it was mobilizing resources nationwide to combat a new strain of deadly bird flu that has killed three people, as Japan and Hong Kong stepped up vigilance against the virus and Vietnam banned imports of Chinese poultry.

The new H7N9 bird flu strain does not appear to be transmitted from human to human but authorities in Hong Kong raised a preliminary alert and said they were taking precautions at the airport.

In Japan, airports have put up posters at entry points warning all airline passengers from China to seek medical attention if they suspect they have bird flu.

A total of nine people in China have been confirmed to have contracted H7N9, all in the east of the country. Three infected people have died.

China "will strengthen its leadership in combating the virus ... and coordinate and deploy the entire nation's health system to combat the virus", the health ministry said in a statement late on Wednesday on its website.

In Hong Kong, authorities activated the preliminary "Alert Response Level" under a preparedness plan for an influenza pandemic, which calls for close monitoring of local chicken farms, vaccination, culling drills, and a suspension of imports of live birds from the mainland.

All passengers on flights in and out of Hong Kong were being asked to notify flight attendants or airport staff if they were feeling unwell.

Vietnam said it had banned poultry imports from China, citing the risk from H7N9.

In Beijing, the health ministry said the government will swiftly communicate details of the new strain to the outside world and its own people, following complaints it had been too slow to report on the outbreak and suspicion of a SARS-like cover-up.

Chinese internet users and some newspapers have questioned why it took so long for the government to announce the new cases, especially as two of the victims first fell ill in February. The government has said it needed time to correctly identify the virus.

In 2003, authorities initially tried to cover up an epidemic of Severe Acute Respiratory Syndrome (SARS), which emerged in China and killed about one-tenth of the 8,000 people it infected worldwide.

TRANSPARENT COMMUNICATION

China "will continue to openly and transparently maintain communication and information channels with the World Health Organization and relevant countries and regions, strengthen monitoring and preventative measures", the ministry said in a statement.

Flu experts across the world are studying samples isolated from the patients to assess H7N9'S human pandemic potential.

Other strains of bird flu, such as H5N1, have been circulating for many years and can be transmitted from bird to bird, and bird to human, but not generally from human to human.

So far, this lack of human-to-human transmission also appears to be a feature of the H7N9 strain.

However, China has yet to find any animals infected with H7N9, meaning how the humans got it remains a mystery.

"We know that it was originally a bird virus. We also know that it has taken on some genetic attributes that are not seen in bird viruses," Laurie Garrett, Senior Fellow for Global Health at the Council for Foreign Relations, told Reuters in New York.

"In other words, it seems to have adapted somehow to mammals, to humans. How that happened, we don't know," added Garrett.

While the official Xinhua news agency said it was unfair to compare SARS with H7N9, as the new bird flu virus has yet to show signs of human-to-human transmission, it did warn the government's credibility was on the line.

"If there is anything that SARS has taught China and its government, it's that one cannot be too careful or too honest when it comes to deadly pandemics. The last 10 years have taught the government a lot, but it is far from enough," it said in a commentary.

Six thing you should know about the bird flu virus

A new strain of bird flu in China has sickened nine people, including three who died, according to news reports.

Two of the deaths were in Shanghai, and one in the Zhejiang province, the BBC says.

Here are six things to know about this new bird flu strain, called H7N9:

Has there ever been an outbreak of this H7N9 flu strain in the past?

No, before these cases in China, the H7N9 flu strain was not known to cause illness in humans. The strain has mainly been seen in birds.

Most strains of bird flu do not infect people, although the H5N1 flu strain has caused more than 600 human illnesses in 15 countries since 2003, according to the Centers for Disease Control and Prevention.

Have similar strains infected people?

Strains from the H7 family of flu viruses have caused more than 100 cases of human infection in the past decade, according to a recent study in the Journal of Virology. A 2003 outbreak of the H7N7 strain in the Netherlands caused 89 infections and one death, according to CNN.

The "H" and "N" in the virus' name refer to proteins on the surface of the virus, called the hemagglutinin and neuraminidase. There are 16 types of hemagglutinin and nine types of neuraminidase that can come in pretty much any combination, said Dr. Richard Webby, a bird flu expert and infectious disease researcher at St. Jude Children's Research Hospital.

What symptoms do people with H7 flu infections have?

Three of the people infected in China experienced respiratory tract infections that progressed to pneumonia and breathing problems, according to the World Health Organization.

Many of H7 flu virus infections seen in the past caused conjunctivitis (or eye infections) that were not transmissible between people, Webby said.

Does the H7N9 virus spread person-to-person?

At this time, there's no evidence that the new H7N9 strain spreads between people, WHO says. The first three cases, which occurred in Shanghai and China's Anhui province (both near the country's east coast), did not appear to be connected, and people in close contact with those who got sick were not found to be infected. An investigation into the source of the infection is ongoing, WHO says.

One infected woman reportedly worked with poultry, according to CNN.

A concerning feature of the virus is that it has a genetic marker thought to increase the likelihood that it can infect humans, Webby said. It's possible this marker only shows up once the virus infects people. But if viruses in the animal population have this marker, then we could expect to see a lot more cases, Webby said. However, this marker is likely not sufficient to allow the virus to transmit between people, Webby said.

How is the virus spread if it's not person-to-person?

It's likely that the H7N9 has a source population, but whether that population is birds or another organism remains to be seen. "There's a lot of something infected with it," Webby said, and a small percentage of cases are hopping over to humans.

What will health officials look for in the coming weeks?

Besides trying to identify the source of the virus, health officials will be looking for more cases, Webby said. The cases we're seeing now may be on the extreme end of the spectrum, in terms of symptom severity, and there may be more people with less severe infections, Webby said.

Ruggero Scorcioni, on the other hand, sees a way to automatically control AT&T's Call Management system. At the company's mobile hackathon in January, he was presented with a pair of the brainwave-tracking novelties and immediately cracked it open to gain access to its precious torrents of data. The project he whipped up, Good Times, feeds readings from the cat-eared electrode to an Arduino, which then interacts with the Call Management and M2M APIs. When a significant amount of brain activity is detected, indicating that you're concentrating on something, calls are rerouted. Instead of distracting you from the task at hand, would-be interlopers simply receive a message that "this is not a good time to call please try again later."

The version Scorcioni brought to AT&T's Foundry showcase this morning, in New York City, was a little more sophisticated. The Arduino was gone and the motorized ears were replaced with a MindWave from NeuroSky. The EEG monitor communicated directly with a computer running an application that triggered the do not disturb setting through the API. For now there's a static threshold for activity, which led to quite frequent fluctuation in availability. Future versions should be trainable -- making it possible for the app to recognize what serious concentration looks like for different people. For now it's just a proof of concept. For one, brain wave monitors are hardly unintrusive, but it's a glimpse at what's possible with powerful APIs and a little creativity. Check out the gallery below.

Ukraine opposition protests, court hears Tymoshenko ally appeal

KIEV (Reuters) - Thousands of supporters of Ukraine's re-energized opposition movement rallied outside parliament on Tuesday to press for early elections for the mayor of Kiev in the biggest such action against President Viktor Yanukovich this year.

A crowd led by the three main opposition leaders marched from the center of the capital to parliament, holding aloft banners calling for the release of jailed opposition leader Yulia Tymoshenko and denouncing Yanukovich's policies.

The protesters' direct target was Olexander Popov, appointed by Yanukovich as head of Kiev city's administration and now effectively mayor of the capital.

The ruling Party of the Regions is pushing for the Kiev mayoral election to be delayed for two years until after the 2015 presidential election, in which Yanukovich is expected to run for a second term.

The last mayor, who left office in mid-2012, was effectively replaced by Popov and opposition leaders are pushing for a vote in early June.

Banners read "Popov as mayor means Kiev dies" and "Do not let Yanukovich steal elections from the people of Kiev" in a show of strength by the opposition which performed well in a parliamentary election in October.

The demonstration came as Ukraine's leaders hesitate between forging closer ties with the European Union or aligning themselves more closely with former Soviet master Russia.

The European Union warned Yanukovich in February that a free trade deal could be jeopardized if Ukraine did not show progress towards political reform by May.

For the EU, the deal is conditional on improved human rights and ending the practice of "selective justice" - meaning the jailing of political opponents such as former prime minister Tymoshenko, Yanukovich's arch rival who is serving a seven-year jail sentence for abuse of office.

RECALLING THE REVOLUTION

The united opposition is led by former economy minister Arseny Yatsenyuk, nationalist leader Oleh Tyahnybok and world heavyweight boxing champion Vitaly Klitschko.

It says Yanukovich, with vivid memories of the 2004 "Orange revolution" protests in Kiev which led to the unraveling of his first bid for the presidency, wants to keep Popov in control of the capital through the 2015 presidential election.

"They (the Yanukovich camp) don't want an election now because they will lose this election," Tyahnybok, head of the Svoboda (Freedom) nationalist party, told the crowd after he and other opposition leaders lobbied in parliament for a date to be fixed for the mayoral ballot.

"This is not just about the Kiev mayoral election. If they put off this election, what do you think will happen to the presidential one? The same," Yatsenyuk added.

Opposition parties have shown their teeth by paralyzing parliamentary proceedings, often for weeks on end, by blockading the speaker's rostrum.

One of their central demands is the release from jail of Tymoshenko and her allies. Her continued imprisonment could now threaten free trade and political agreements with the EU which would anchor the former Soviet republic in the Western camp.

But Yanukovich, despite an often-stated commitment to taking Ukraine into mainstream Europe, has so far refused to bow to pressure either from the opposition or from Western governments and intervene in the case of Tymoshenko, his fiercest rival.

Although Ukraine is keen to cut its dependency on ties with Russia, particularly in the sphere of gas supplies, Kiev has yet to make a clear choice between a closer relationship with the EU or Moscow.

There has been strong speculation that one of Tymoshenko's jailed allies, former interior minister Yuri Lutsenko who is serving a four-year sentence for embezzlement and abuse of office, might receive more lenient treatment.

A Kiev court on Tuesday began hearing Lutsenko's appeal against his conviction and was expected to hand down a ruling soon.

When proceedings opened, Lutsenko asked the court to be allowed out of the glass-fronted box in which he was held, saying: "I'm not a maniac. I haven't killed 10 people. If I am a maniac then I am a political one since I do not like your leader." The court refused his request.

Is North Korea on a 'collision' course with vow to restart nuclear reactor?

Kim Jong-un announced that North Korea will restart its nuclear facility, making the country's nuclear program a source of deep concern for the international community.

North Korean leader Kim Jong-un continued what has become a daily effort to raise tensions and fears abroad, and to consolidate patriotic ardor and unity at home, by saying he plans to restart an old nuclear reactor that can produce plutonium used in the creation of nuclear weapons.

In response, UN Secretary General Ban Ki-moon, the former foreign minister of South Korea, today described the North as on ?a collision course with the international community? ? even as some Korea watchers call it all bluster and bellicosity.

Experts say it could take as little as three months to a year for scientists to restart the Yongbyon nuclear facility. The facility?was closed most recently in 2012 with the promise of food aid from the US ? though that so-called "food for nukes" deal fell through with the North's third nuclear test in February. ?

It is quite unclear whether young leader Kim Jung-un ? whose recent bone-jarring threats of war and attack are considered part of his consolidation of power inside Pyongyang and among the North Korean people ? will go ahead with an expensive project of plutonium reprocessing and enriching uranium, or use these to extract aid and talks.

A nuclear weapon or capability has long been the No. 1 prize sought by the Kim family dynasty in Pyongyang, dating to Kim?s grandfather Kim Il-sung, as the ultimate bargaining chip both for its own security and as a means to gain international attention and aid. In February, the North successfully tested a device, that resulted in UN sanctions that the North has protested are undeserved.

The reclusive state declared a ?state of war? exists between the two Koreas last weekend, and last month vowed to target Hawaii and Guam with its rockets, though they are not currently thought capable of reaching US bases, nor are they nuclear-tipped.

The Associated Press writes today that:

A spokesman for the North's General Department of Atomic Energy said scientists will quickly begin work "readjusting and restarting" a uranium enrichment plant and a graphite-moderated, 5-megawatt reactor that could produce a bomb's worth of plutonium each year.

AP also quotes North Korean expert Hwang Jihwan at the University of Seoul, South Korea, who argues that Pyongyang?s recent behavior aims at?"keeping tension and crisis alive to raise stakes ahead of possible future talks with the United States."

Essentially, reports the AP, "North Korea is asking the world, `What are you going to do about this?' "

Complicating matters is the fact that Kim Jong-un was considered by Western officials a relative unknown until he took over from his father, ?Dear Leader? Kim Jong-il last spring. And still, not much is known about him.

Bluster or not, the North?s belligerence has put the Korean peninsula on high alert. Kim Jong-un has scratched the armistice signed after the Korean War, cut military hotlines, brought new South Korean president Park Geun-hye to say that the South will retaliate over any provocations, and caused the US military, which has 28,000 troops in the South, to relocate sensitive radars and to send B-2 Stealth bombers in fly overs.

Yet, the Los Angeles Times today points out:

After the declaration of a "state of war" over the weekend, the White House said no major troop movements were detected in North Korea. White House officials have said the Pyongyang regime has shown no "action to back up the rhetoric."

The?U.S. Navy, however, is moving a sea-based radar platform closer to North Korea to track possible missile launches, a?Pentagon?official said Monday. The support is the latest step to deter the North and reassure South Korea and Japan that the U.S. is committed to their defense.

In one sense, Korea watchers say, the new regime is simply rehashing and upping the volume of an ideology and a language that the North and the Kim family have used for many years to remain in power and keep people unified by the threat of an enemy.?

Being taken seriously by the outside world is an important verification of the Kim regime, which feeds edited broadcasts of world media to its people, whose sources of information are carefully controlled.

Some analysts think officials in Pyongyang are beside themselves with the kind of attention they are now achieving, largely through verbal threats backed up by the nuclear test.

In a theater song performance broadcast to the nation in February, reminiscent of the kind of ?ballet? the Chinese used to perform during the Cultural Revolution, a stage backdrop contained the phrase,?"Let's strike the imperialists mercilessly with the same success we had carrying out the 3rd nuclear test."

Armed teachers? NRA task force suggests voluntary program

A task force on school safety commissioned by the National Rifle Association raised the prospect Tuesday of arming school personnel ? including teachers ? after they have gone through comprehensive training.

Such a program would be voluntary, but could be crucial to halting an ?active shooter? in a school and could save lives, said former Congressman Asa Hutchinson, director of the NRA's National School Shield Task Force.

?The key is reducing that response time,? said Mr. Hutchinson, speaking at a press conference at the National Press Club, where he unveiled a series of recommendations by the task force.

The ?model training programs? the report recommends would be available to both ?school resource officers? ? police officers assigned to a school ? and to school personnel, and would entail 40 to 60 hours of training.

The report?s release comes amid fierce debate on Capitol Hill over proposed federal gun legislation almost four months after the Newtown, Conn., elementary school massacre that jump-started national debate on firearms. President Obama heads to Colorado on Wednesday to call attention to new gun control measures enacted by that state, scene of two of the biggest mass shootings in US history.

Next Monday, the president goes to Connecticut for another event focused on guns.

The prospects for federal legislation remain uncertain, as gun-friendly legislators appear to have beaten back efforts to renew a ban on military-style assault weapons, such as the one used by the Newtown shooter. A proposed ban on high-capacity ammunition magazines is also on the ropes. Now, analysts say, gun control advocates? best hope may be for expanded background checks for gun buyers. The legislation also includes money devoted to school safety.

Hutchinson largely avoided discussing the federal legislative battle, instead focusing on measures that schools can take now to assess security and make improvements. He also presented a more congenial pro-gun face to the public, compared with NRA executive vice president Wayne LaPierre?s memorable appearance before reporters soon after Newtown.

Then, Mr. LaPierre struck an aggressive posture toward the media, taking no questions, and offering no hint of compromise on any aspect of gun ownership.

?The only thing that stops a bad guy with a gun is a good guy with a gun,? he said.

Hutchinson, in contrast, was less absolute. On Tuesday, for example, he made clear that the task force was not recommending that all teachers be armed.

?Teachers should teach,? said Hutchinson, former administrator of the US Drug Enforcement Administration. ?But if there is [one with] good experience, that has an interest in it and is willing to go through this training of, again, 40 to 60 hours that is totally comprehensive, then that is an appropriate resource that a school should be able to utilize.?

Hutchinson also made clear that while the task force recommends the presence of armed personnel in schools, each school district will decide what it wants to do.

?We want to make sure that our best practices and our resources are available to them, whatever decision that they make,? he said.

The report also recommends that the National School Shield become an umbrella organization on school safety, providing free access to a web-based assessment of a school?s security plan and to a database of best practices. The NRA has budgeted more than $1 million to aid school districts in their efforts to enhance security.

States would need to change laws to allow school personnel to carry firearms while they go through the model training program, he said. The report includes a model state law, and South Dakota recently passed such a law.

In Connecticut, home of the Newtown massacre, state legislation is moving in the opposition direction. On Wednesday, the state?s General Assembly will take up gun-control legislation that would expand the state?s ban on assault weapons, limit ammunition magazines to 10 rounds, and require background checks for all gun purchases, including those at gun shows.

Hutchinson called the Connecticut legislation ?totally inadequate? as a measure aimed at enhancing school safety.

?You can address assault weapons and it doesn't stop someone bringing in a .45 caliber firearm into the school,? he said. ?It doesn't stop violence in the schools. And so if you're going to protect children, you have to do something about school safety and enhancing our safety measures in school. It can be done, and that's the whole purpose of this task force.?

Hutchinson did not present a total cost figure for the task force?s proposals, noting for example that in one jurisdiction an armed guard might cost $60,000 to $90,000, while in California, the cost tops $100,000. Another member of the task force said that the cost of providing the 40 to 60 hours of firearms training to school resource officers and school personnel would cost between $800 and $1,000.

The task force did not address the specifics of how many armed personnel would be required to secure a school, based on the configuration of a school building or buildings, or the number of students. Doors are also important ? how many there are, how they lock. Recess and other times when students might be outside present another vulnerability. On all of the above, each school district would have to make its own determination, Hutchinson said.

?Obviously, an SRO [school resource officer] in every school building is important,? he said. ?But right now you have SROs rotating maybe between three campuses. I would judge that insufficient.?

The Democratic chair of the House Gun Violence Prevention Task Force took issue with the NRA task force proposal. Rep. Mike Thompson (D) of California, a hunter and gun owner, called school safety efforts important, but added that "arming school personnel and training them for shootouts will only exacerbate problems."
